The first annual Horizon Scanning in Healthcare conference was held on 27 September 2024 at Sechenov University. The event was dedicated to innovation governance in healthcare and to the establishment of the Healthcare Horizon Scanning Centre at Sechenov University.
In his welcoming address, the Deputy Minister of Health of the Russian Federation, Sergey Glagolev, emphasised that horizon scanning enables early anticipation of potential risks and benefits associated with the introduction of new medicines, identification of possible areas of application, and personalised therapeutic strategies. Such forward-looking assessment also helps developers make more informed decisions regarding resource optimisation and project management quality.
Members of the State Duma — Alexander Rumyantsev, Alexander Petrov and Irina Filatova — participated in the conference, along with representatives of relevant ministries and agencies, academic and scientific communities, the pharmaceutical industry and patient organisations.
Participants discussed current challenges related to access to innovative medicines and the development of cutting-edge medical technologies, as well as organisational and governance conditions needed for more predictable and consistent innovation uptake in healthcare systems.
The conference included presentations on international practices: national horizon scanning centres operating in many countries, often hosted by universities, provide healthcare systems with up-to-date analytical intelligence. It was noted that such centres support evidence-informed planning, prioritisation and decision-making by supplying analytical insights to medical organisations, clinicians, technology developers, pharmaceutical companies, patient communities and public authorities.
Concluding discussions reinforced the need for a systematic approach to horizon scanning in Russia and for the development of methodologies aligned with global best practices.
